No, eSIM data bundles purchased for Laos are only valid within the country. You’ll need a new plan for other destinations. If your next destination is Vietnam, Myanmar, or China, consider purchasing multi-country plans that allow usage across locations with better value.

No, Laos eSIM can not be topped up
The QR code can be scanned once which means that if you remove the eSIM from your phone, you cannot install it again. And eSIM can only be installed on one device.
